to relieve the needs of the retired in the area of the parish of old coulsdon together with such parts of coulsdon, purley, kenley and whyteleafe as fall within a radius of 1.5 miles of the centre, in a manner which now is or hereinafter may be deemed by law to be charitable by associating with the local and other statutory authorities, voluntary organisations and inhabitants in a common effort to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the retired.
