the object of the charity is to promote social inclusion for the public benefit by helping to prevent people who are in vulnerable circumstances from being socially excluded from essential services, including energy, communications, water and financial services, in particular but not exclusively through contributing to developing policy on provision of these services and facilitating the exchange of information and opinions between organisations and others concerned with these matters, including in particular the relevant regulators.for the purpose of this object 'vulnerable circumstances' includes ill health (physical or mental); unemployment; financial hardship; youth or old age; poor educational or skills attainment and other economical or social circumstances which are likely to exacerbate the risk of difficulty in accessing essential services.
