the objects of the cio are:(a) to advance the christian religion for the public benefit in marginalised communities or groups where faith is a longstanding tradition in such ways as the charity trustees see fit including (but not limited to) by:• organising for clergy and other suitable persons to provide sacramental and pastoral care to traveller and gypsy communities who primarily belong to the catholic christian tradition where they wish for such provision to be given;• organising for clergy and other suitable persons to provide sacramental and pastoral care to roma communities who primarily belong to the orthodox christian tradition where they wish for such provision to be given;• providing non-monetary resources to marginalised communities or groups in order to assist with activities related to pursuing their own religious traditions.(b) to advance education for the public benefit in marginalised communities or groups in such ways as the charity trustees see fit including (but not limited to) by:• utilising the cio’s relationships with communities or groups to encourage cooperation by communities or groups with, and more effective work by, local education authorities and other public entities with a relevant education based remit;• fostering and enabling engagement with, and access to, education for marginalised communities or groups;• establishing educational provision for marginalised communities or groups and their members.(c) to advance health for the public benefit in marginalised communities or groups in such waysas the charity trustees see fit including (but not limited to) by:• utilising the cio’s relationships with communities or groups to encourage cooperation by communities or groups with, and more effective work by, public healthcare providers;• encouraging, enabling and resourcing mental health provision for marginalised communities or groups.(d) to advance social inclusion for the public benefit in relation to communities or groups which are socially excluded in such ways as the charity trustees see fit including (but not limited to) by:• using the cio’s relationships with marginalised communities or groups to encourage their use of legal, public, religious and charitable services in an equitable way with the general population through making initial introductions and advising services on how best to work with such communities or groups and their members;• raising public awareness of the issues affecting a particular marginalised community or group;• disseminating information to other relevant organisations about the problems and needs faced by a particular marginalised community or group and how these might be addressed;• providing workshops, forums, advocacy and general support.(2) scope of beneficiaries(a) the cio will work with marginalised communities that are traveller, roma and gypsy in origin.(b) notwithstanding sub-clause (2)(a). the trustees may decide the cio will, from time to time, expand its work to include other marginalised and socially excluded communities and groups.(c) for the purposes of clause 3, the definition of socially excluded and marginalised communities or groups will be those where one or more of the following is applicable:i. substantive, prolonged social stigma;ii. cultural needs being commonly misunderstood;iii. substantive lack of access to legal, public, religious or charitable services;iv. financial hardship so as to lack the resources to obtain the types of diet, participate in the activities, and have the living conditions and amenities which are customary, or at least widely encouraged or approved;v. illiteracy or other communicative impairment or for any other substantive reason having increased difficulty in representing their own views;vi. disability or chronic ill health (mental or physical);vii. homelessness or poor housing (that being housing that does not meet basic habitable standards);viii. domestic violence, childhood abuse or similar;ix. gender identity;x. substance misuse or dependency;xi. criminality (to include current or past involvement, or risk of involvement);xii. sex work (current or past involvement, or those considering involvement);xiii. marginalisation as a result of being a relative or close friend of a person who is a member of a marginalised community or group (as defined by the aforesaid factors) even if they themselves are not directly in the said community or group.(3) nothing in this constitution shall authorise an application of the property of the cio for the purposes which are not charitable
