to promote humane behaviour towards horses, and former racehorses in particular, which are in need of care and attention by reason of sickness, maltreatment, poor circumstances or ill usage in such ways as the trustees shall see fit and in particular by the provision of facilities for their care, protection and rehabilitation and to educate the public in matters pertaining to animal welfare in general and the prevention of cruelty and suffering among animals.
