almshouses for poor persons of good character who are not less than 60 years of age or infirm, are resident or were born in the borough of cheltenham provided that preference shall be given to applicants qualified as aforesaid who are single, widows or widowers.if on the occasion of a vacancy there is no suitable applicant who qualifies as aforesaid the trustees may appoint as a resident a person otherwise duly qualified who is resident or was born in the parish of leigh, in the county of gloucestershire.
