the objects of the cio are:(a) the provision of charitable social housing accommodation for poor persons resident in the borough of rugby.(b) such charitable purposes for the benefit of residents as the trustees decide.(c) the charity trustees may, in exceptional circumstances, appoint a resident who lives outside the borough of rugby but is otherwise qualified. the charity trustees must record the exceptional circumstances in the minutes. the number of residents appointed under this sub clause must not exceed one third of the number of residents at any one time.
