the trustees shall hold the trust fund upon trust for the application of the income thereof in perpetuity for the promotion encouragement and advancement of education in manner hereinafter appearing at the universities:- the university of the negev in beer-sheeva, the bar-ilan university of ramat-gan, the university of telaviv, the hebrew university of jerusalem and the technion, in haifa (which are together herinafter called the universities) provided that the trustees shall in exercising their discretion hereunder give preference to the universities of telaviv and the technion at haifa the income of the trust fund shall be applied by the trustees in one or more of the following ways:-a) in assisting boys and girls to attend the universities for purposes of education in agriculture, architecture chemistry, engineering high mathematics, law, medicine, physical science and science (hereinafter called the subjects) by paying their fees or travelling or other incidental expenses or by providing them with maintenance allowances provided that the candidates for these benefits shall be boys and girls of bokharian origin who in the opinion of the trustees are in need of financial assistance and provided always that if in the opinion of the trustees none of the candidates as aforesaid or an insufficient number are in need of such financial assistance then in that event the candidates for these benefits may be other oriental israeli boys and girls who in the opinion of the trustees are in need of financial assistance;(b) in establishing and maintaining studentships of such number and yearly amount as the trustees shall think fit to be from time to time awarded in manner hereinafter mentioned to israeli boys and girls entering the universities as undergraduates to read one or more of the subjects and to be held and enjoyed as hereinafter provided;(c) in establishing and maintaining scholarships at the universities in any one or more of the subjects in such number and yearly amount as the trustees shall think fit and shall be consistent with the regulations of the universities for the time being in force;(d)the studentships and scholarships respectively shall be awarded at such intervals and as the result of such examination and in such manner and shall be held and enjoyed for such period and upon and subject to such terms and conditions as shall from time to time be determined by the trustees consistent with the regulations of the universities for the time being in force (e) in otherwise promoting the education including the social and physical training of boys and girls as defined in clause 4 (a) hereof
