the objects of the charity are specifically restricted to the following to the advancement of education in the arts for the benefit of the public (without prejudice to the generality of the foregoing) by:1.1.1 co-ordinating visual arts activities;1.1.2 putting on programmes of local, national and international events, exhibitions and public activities; and1.1.3 providing and enabling a permanent visual arts gallery for the city of chester.this provision may be amended by special resolution but only with the prior written consent of the commission.
