the objects of the cio are:- to carry out such charitable purposes for the benefit of the residents of blackburn and darwen borough as the trustees shall from time to time determine and in particular:a. to relieve poverty; b. to preserve and protect the physical and mental health of drug and alcohol users through the provision of information and a harm reduction services to enable individuals to achieve independence from drugs and alcohol; c. to preserve and protect the mental and physical sickness and distress of persons resident in the area of benefit who are suffering from bereavement and loss by providing support, advice, and counselling services.
