(1) the relief of persons resident in the area of benefit who are in need, hardship or distress. the trustees may relieve persons in need by : (a) making grants of money to them; or (b) providing or paying for goods, services or facilities for them; or (c) making grants of money to other persons or bodies who provide goods, services or facilities to those in need. (2) if and in so far as the income of the charities cannot be applied towards the object specified in clause 4 (1) above, the the trustees may apply it for the general benefit of the inhabitants of the area of benefit in such charitable ways as the trustees think fit. the trustees, instead of applying the yearly income of the charity of henry smith for the object specified in clause 4 (1) above, may apply all or part of this income in promoting the education and training of persons under the age of 25 years resident in the area of benefit and in need of financial assistance.
