the objects of the charity are, for the public benefit:(a) the prevention or relief of poverty, either generally or individually, of people living in the area of benefit by making grants of money for providing or paying for items, services or facilities; and(b) if and in so far as the income of the charity cannot be applied towards the object specified in sub-clause (a) above, the trustees may apply it to promote such charitable purposes for the general benefit of the inhabitants of the area of benefit as the trustees think fit.
