to supplement the incomes of persons of limited means over 65 years of age who are unable to undertake the responsibility of household management to enable them to reside in a comfortable residential hotel, boarding house or home for elderly personsin the county of hampshire. if the income cannot be applied as aforesaid it may be applied in making grants to persons of limited means over 65 years of age who are resident within a radius of twelve miles from basingstoke town hall and in declining health but who wish to remain in their own homes; to enable them to defray the expense of domestic help which they are unable through lack of means to meet without financial help.
