"the object of the charity is the relief of persons who are in need, hardship or distress, who shall come to the attention of: (1) district judges presiding in any of the magistrates court in inner london (""inner london"" means the london boroughs of city of westminster, camden, islington, hackney, tower hamlets, greenwich, lewisham, southwark, lambeth, wandsworth, hammersmith and fulham, royal borough of kensington and chelsea, and city); (2) coroners presiding in the inner london coroner's districts; and/or (3) city coroners and who in their opinion are deserving of assistance notwithstanding that they may have been convicted of any misdemeanour or crime, and irrespective of their race, religion, denomination or creed."
