income for the benefit of the blind people and musical entertainment once a year. income to be applied for the benefit of blind persons who are not more than 25 years of age and who are resident in the borough of thetford. if and in so far as the income cannot be applied in the manner aforesaid it can be applied in augmentation of the income of the norwich institution for the blind. income to be applied in repairing the fabric of the room at thomas tawell house norwich known as the mitre room and to assist in the upkeep of the remainder of the interior fabric of thomas tawell house. the relief of blind and partially-sighted persons, primarily but not exclusively resident in norwich or elsewhere in norfolk, in such ways as the board thinks fit.
