to found and endow homes for necessitous gentlewomen at southend. (1) to provide housing accommodation at low rentals for (a) widows, widowers or other dependents of deceased naval or military officers(including the air service) or (b) disabled naval or military officers (including the air service) or their dependents, but so that the said rentals shall, be fixed by the council at such amounts as will be sufficient to meet-(a) rates, taxes and assessments payable in respect of the property in which the accommodation is provided and (b) the cost of repairs and insurance payable in respect of such property. (b) if and in so far as housing accommodation cannot be filled by such persons as aforesaid it may be offered to persons who (a) have served as commissioned officers and their dependents who are in financial need or (b) are divorced or separated spouses of officers who are in financial need and who have dependent children of the marriage living with them. (2) to make grants out of the income of the charity in aid of rent to or for the benefit of persons qualified as aforesaid, and that either directly or through the agency of any society or other body constituted for or engaged in the furtherance of objects similar to those of the charity.
