to make a permanent contribution towards the beautification of london by the growing of flowers, more particularly in those parts which are dull and ugly. to provide a healthy and civilising interest for those who have little opportunity of self-expression. to give the humblest citizen an opportunity of performing a civic function by taking part in a movement for the improvement of his surroundings.
