keeping in repair and good condition and in winding up the parish church clock and in or towards the erection or maintenance in the said parish of pumps or drinking foundations for the benefit of the inhabitants of the said parish. if and so far as the income of the above-mentioned charity cannot usefully be applied by the trustees of the charity in accordance with the trusts prescribed by the scheme of the 25th april 1873 the same may be applied by the trustees, suject to the approval of the charity commissioners, for any public purpose for the general benefit of the inhabitants of the parish of newport not provided out of imperial or local taxation.
