Objects:

(1) the trustees shall apply one half of the yearly income of the charity for relief in need in accordance with the provisions hereinafter contained. (2) the trustees shall apply the remaining half on the said income as follows:- (a) in promoting the education (including social anf physical training) of persons who or whose parents are resident in the parish of earl stonham and who are in need of financial assistance, and in particular but without prejudice to the fenerality of the foregoing (i) in awarding to such persons scholarships, exhibitions, bursaries, maintenance allowances or grants tenable at any school, university, college of enducation or other institution or further (including professional and technical) education approved for the purpose by the trustees; (ii) in providing financial assistance, outfits, clothing, tools, instruments or books to assist such persons to pursue their education (including the study of music and other arts), to undertake travel in furtherance thereof, or to prepare for or enter a profession, trade, occupation or service on leaving school, university, or other educational establishment. (b) in or towards providing such special benefits of any kind not normally provided by the local education authority for any maintained school attended by children resident in the parish of earl stonham as may from time to time be agreed between the trustees and the governors of the school concerned. (3) if and in so far as income is not required in any year for application in manner aforesaid the trustees may apply the same for any charitable purposes for the general benefit of the inhabitants of the parish of earl stonham. (4) within the limits prescribed by this scheme the trustees shall have full power to make rules for the award of scholarships, echibitions, bursaries, maintenance allowances and other benefits, including rules as to the value and period of tenure of the awards and the qualifications, method of ascertainment and selection of candidates for benefit. (5) the trustees shall have regard to the desirability of consulting the local education authority as to their general action under sub-clause (2) of this clause and, if occasion requires, as to the educaitonal qualifications of candidates for benefit. (relief in need) (1) the trustees shall apply the income of the charity applicable for the relief in need in relieving either generally or individually persons resident in the parish of earl stohnam who are in conditions of need, hardship and distress by making grants of money or providing or paying for items, services or facilities calculated to reduce the need, hardship and distress of such persons. (2) the trustees may pay for such items, services or facilities by way of donations or subscriptions to institutions or organisations which provide or which undertake in return to provide such items, services or facilities for such persons. (3) in exceptional cases the trustees may grant relief to persons otherwise eligible therefor who are resident immediately outside the said parish but in the opinion of the trustees ought neverthless for sufficient reason to be treated as if resident therein or who are located for the time being within that parish.
