the upkeep and maintenance of almshouses for the following poor and aged persons of good character, that is to say shipowners (having been nautical men), ship masters, mates, sea going carpenters or mariners and the wives or widows or unmarried daughters being not less than fifty years of age, such persons' wives, widows or daughters (except in special cases approved by commissioners) having resided in the area of benefit for not less than ten years next preceeding the time of appointment. preference shall be given to married couples subject to applicants of the respective classes and in the order of priority herein before mentioned
