to provide funds, or make grants to properly accredited methodists and other free church ministers and laymen and their wives and children for the purpose of assisting or enabling such ministers and laymen and thier wives and children to have and enjoy a temporary holiday or time of rest at any place situated within the u.k. the beneficiaries of the said trust shall be ministers & laymen as aforesaid living within the area known as the blackburn circuit of the north lancashire district of the methodist church who are in active service to whom a holiday or time of rest would be an opportunity of maintaining or restoring health and strength.
