Objects:

1 To relieve support, assist, counsel or otherwise benefit children and young persons and the parents of such children and young persons who are in need of care and attention including (but not limited to) children and young persons involved in the provision of care for others; 2 To relieve support, assist, counsel or otherwise benefit children and young persons who are disabled and in need of care and attention and the parents of such children and young persons;3 To relieve support, assist, counsel or otherwise benefit children and young persons who have learning difficulties and the parents of such children and young persons;4 To provide support, care and supervision for young persons and for mentally disordered or otherwise mentally vulnerable persons of any age arrested or being questioned by the police or any other prosecuting authority, remanded on bail by the police or a court or otherwise at risk of being remanded in custody including but not limited to by operation of a service providing appropriate adults to accompany such persons where provided for by law.5 To promote social inclusion for the public benefit by preventing people of all ages from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society.For the purpose of this clause ‘socially excluded’ means being excluded from society, or parts of society, as a result of one of more of the following factors: unemployment; financial hardship; youth or old age; ill health (physical or mental); substance abuse or dependency including alcohol and drugs; discrimination on the grounds of sex, race, disability, ethnic origin, religion, belief, creed, sexual orientation or gender re-assignment; poor educational or skills attainment; relationship and family breakdown; poor housing (that is housing that does not meet basic habitable standards); crime (either as a victim of crime or as an offender rehabilitating into society).
