(c)to provide financial assistance, to make grants and donations to, and to provide equipment and apparatus for people with cerebral palsy and associated disabilities and generally to provide such other assistance to local authorities or other bodies of persons, including carers, to be of benefit to people with cerebral palsy and associated disabilities collectively or individually.
