(i) almshouses for three poor women of good character of over fifty years of age who, except in special cases to be approved by the charity commissioners, are inhabitants of barkway, reed, nuthampstead, anstey or the surrounding area;(ii) if and in so far as residents cannot be found as aforesaid, the trustees may appoint poor women of good character of over fifty years of age who are dependent relatives of inhabitants as aforesaid.
