relieving either generally or individually persons resident in the area of benefit who are in conditions of need,hardship or distress (1) in promoting the education (including social and physical training) of persons under the age of 25 years who or whose parents are resident in the area of benefit and have at any time attended as a pupil at a school in the area of benefit and who are in need of financial assistance (2) the trustees shall have full power to make rules for the award of scholarships, exhibitions, bursaries, maintenance allowances and other benefits, including rules as to the value and period of tenure of the awards and the qualifications, method of ascertainment and selection of candidates for benefit (3) subject to the above the trustees may provide special benefits of any kind at a school in the area of benefit not normally provided out of statutory funds.
