a). the provision of housing accommodation for beneficiaries ; b). the relief of persons resident in the area of benefit who are in need, hardship or distress; and c). the promotion of education in or towards providing such special benefits of any kind not normally provided by the local education authority for any school substantially serving the area of benefit as may from time to time be agreed between the trustees and the governors of the school concerned after consultation with the said authority. (2) the land identified in part 1 of the schedule to this scheme must be retained by the trustees for the use for the objects of the charity.
