(3) in aid of the stipends of the clergy officiating at the parish church (including the rector). provided that the application of the income of the church houses and st michael's ecclesiastical charities in the way benefits the said clergy by increasing their yearly income. (4) in making grants to the said parochial church council for such religious and other charitable purposes as the trustees think fit.
