the maintenance and upkeep of almshouses for (1) poor widows or spinsters of good character who are members of the church of england and are not less than sixty years of age and who (except in special cases t be approved by the commissioners) have resided in the ancient parish of watford for not less than 10 years next preceding the time of appointment. (2) if no suitable applicants under (1) then trustees may appoint a poor person to be an almsperson.
