almshouses for married couples who are in need and who are not less than 60 years of age and who have resided for not less than 1 year next preceding the time of the appointment in the area consisting of the parish of dalham and the adjoining parishes. preference shall be given to persons who have resided as aforesaid in the parish of dalham and subject thereto to those who have resided longest in the said area.if on the occasion of a vacancy there are no applicants qualified as aforesaid the trustees may appoint married couples otherwise qualified who are resident outside the said area at the time of their appointment but who have at any time resided therein, or single persons who are resident in the said area.
