the payment of pensions to persons who are totally and permanently incapacitated by incurable or chronic disease or by accident or deformity and who except in special cases to be approved by the commissioners are resident in the north of england. preference shall be given to such persons qualified as aforesaid who are resident in the area of the former poor law union of bolton.
