if and in so far as income of the charity is not required in any year for application in assisting persons who are british citizens in the districts of her majesty's consular offices at genoa, turin, milan, and venice and who are in need of help as a result of illness or accident, (in accordance with clause 7 of the principal scheme), the trustees may apply the same in relieving such persons in the said districts who are in need,hardship or distress by making grants or loans of money calculated to alleviate the need hardship or distress of such persons.
