to promote the military efficiency of the territorial and army volunteer reserve units of the royal anglian regiment with headquarters in the former county of lincoln as constituted immediately before the 1 april 1974, by improving the facilities and amenities of training and service: provided that the yearly income is not required as afroesaid it may be applied for the relief of persons who served in the royal lincolnshire regiment (and especially in the former 3rd (militia) battalion thereof) and their dependants who are in conditions of need, hardship, or distress.
