income to be applied in one or both of the following ways:- (1) prizes or rewards, not exceeding 10s. in value in any one case to children bona fide resident in great steeping who are scholars of at least two years standing of some public elementary school or schools, to be applied for their tuition fees or their maintenance or benefit.
