the trustees shall apply the income of the charity as follows (1) as to one half thereof in or towards the provision and support with the object of improving the conditions of life for the inhabitants of the area of benefit in the interests of social welfare of facilities for recreation and other leisure time occupation (2) as to one half thereof for relief in need in accordance with the provisions hereinafter contained provided that if and insofar as any aforementioned share cannot be expended in the manner provided the trustees may apply the same in augmenting the other share
