the relief of persons in necessitous circumstances who were resident or normally resident in czechoslovakia and who for political reasons following the events of august 1968 leave czechoslovakia at any time during the trust period or who have already so left and who during the trust period become resident or are at present resident in north staffordshire or the city of stoke-on-trent or who at any time during the trust period are students at the university of keele or any of its constituent colleges and for the benefit also of such dependents of the aforesaid persons as are also in necessitous circumstances and who at any time during the trust period are resident within the prescribed area or attending as students at the said university or any of its constituent colleges whether or not such dependents have at any time resided in czechoslovakia
