(1) the managing trustee shall apply or cause to be applied the clear income of the charity in or towards providing medical treatment for persons who are serving or former members of the royal navy, the royal marines, the queen alexandra's royal naval nursing service or the women's royal naval service and their dependants. (2) if and in so far as income of the charity is not required for application in manner aforesaid the managing trustee may apply or cause to be applied the same relieving eitherr generally or individually persons who are serving or former members of the royal navy, the royal marines, the queen alexandra's royal naval nursing service or the women's royal naval service and their dependants who are in conditions of need, hardship or distress by making grants of money or providing or paying for items, services or facilities calculated to reduce the need, hardship or distress of such persons.
