to assist young artists (ie musicians at advanced student or post student level) of limited means who could not otherwise afford the expense of sponsoring concerts at recognised concert halls or other suitable places away from the academic musical institutions at wich such musicians shall perform with a view to completing their musical education and providing out of income all or part of the expenses of such concerts including but not limited to the hire of the hall, fees of a promoter and of a professional accompanist.
