to assist present and past members of the institute of civil defence and such other persons who are in necessitous circumstances and under such conditions as may appear reasonable to the management and finance committee of the institute of civil defence. 1. to educate the members of the institute and members of the public in the science or art of civil defence. 2. to provide for the relief of poverty, sickness and distress among those who shall be the victims of or suffer from the effects or aftermath of enemy attacks on civilian populations and/or disasters and emergencies in wartime and peacetime and to aid and assist and promote the interests of all such persons in such ways as are legally charitable. 3. to set up and act as or appoint trustees in respect of any charitable benevolent fund or funds for the purpose of assisting necessitous persons irrespective of whether they are or have been members of the institute and to make contributions to such fund or funds from the income of the institute.
