the care, treatment and rehabilitation of persons lately discharged from her majesty's penal institutions who by reason of adverse circumstances or ill health are in need of care and attention and help in acquiring a settled way of life through the establishment of hostels and residential accommodation, and to educate these persons so to develop their physical, mental and spiritual capacities that they may learn to support and help themselves and assist their fellow friends in developing full maturity as responsible individuals and members of society and that their conditions of life may be improved.
