(b) the relief of poverty and distress including by the enhancement and improvement of managerial skill and techniques leading to the improvement of industry and commerce particularly among persons suitably qualified among the peoples of such territories as are economically underprivileged through want of development or of a sufficient supply of the necessities of life or of those commodities and facilities which enhance human existence and enrich it such as education and freedom from the threat of disease under-nourishment or starvation. (c) the promotion of the science of supervisory management and organisation of systems and methods in the fields of industry trade and commerce.
