a) the relief of need, hardship, poverty, sickness and distress among such persons (hereinafter called 'prisoners') as are or have been imprisoned or detained in any part of the world whether by lawful authority or not and whether by sentence of a court or tribunal or otherwise provided that the authority or person authorising the said imprisonment or detention is situate or constituted or the place where any part of the imprisonment or detention is undergone is situated in a country or territory in which the person imprisoned or detained is not habitually resident b) the relief of need, hardship poverty, sickness and distress among presents who are dependants or members of the family of such persons as aforesaid (hereinafter called 'dependants').
