making grants or paying annuities or other periodical payments to any of the following persons who may from time to time be in necessitous circumstances that is to say (a) any person who has or shall have been a member of the association as a headmaster who has retired from such head-mastership, (b) any person who has or shall have been an official or employee of the association, (c) the near relatives and dependants of any such person as aforesaid or of a deceased person who was at one time a member and (d) any other class of persons connected with education or schools and not for the time being members of the association as may be specified by the association by ordinary resolution with the consent of the custodian trustees.
