(3) the provision of recreational facilities in the interest of social welfare for the benefit of the community at large in order that the conditions of life of the beneficiaries may be improved, the beneficiaries having need of the facilities by reason of their youth, age, infirmity or disablement, poverty and social and economic circumstances, such facilities being used by the general public in particular for recreational functions including cultural activities, women's activities, evening classes and any other charitable activity.
