in relieving either generally or individually persons who are resident in or have at any time resided for not less tham ten years in the area of the parish of upton st leonards as constituted immediately before the 28th december 1966 who are in conditions of need, hardship or distress by making grants of money or providing or paying for items, services or facilities calculated to reduce the need, hardship or distress of such persons. in exceptional cases thetrustees may grant relief to persons otherwise eligible therefor who are resident immediately outside then area.2) in providing such special benefits for upton st. leonards church of englandprimary school, of any kind not normally provided by the local educationauthority.
