to advance the education of hanicapped and normal children below compulsory school age by: (a) providing safe and satisfying group play play; in which parents have the right to take part and which brings together handicapped and normal children; (b) to provide mutual support for parents; (c) encrouraging other charitable activities through which parents may help the children; (d) to do all such things as are incidental or conducive to the attainment of the above objects, including in particular, but without prejudice to the generality of the foregoing, borrowing or raising money in such amounts, in such manner and upon such terms as the association shall think fit.
