to promote the welfare of people of the age of 55 years and over or registered disabled in any manner which now is, or hereafter may be deemed by law to be charitable, and, in particular, in collaboration with uttlesford district council, saffron walden town council and voluntary bodies having a direct interest to: (a) provide and maintain a day centre for the purpose of recreation and other leisure time occupation in the interests of social welfare and with the object of improving their conditions of life (b) provide meals and refreshments for elderly and handicapped persons attending the centre.
