to help provide appropriate housing and associated amenities for the elderly throughout the whole of the united kingdom who have need thereof by reason of the infirmities and disabilites of old age and who are in necessitous circumstances by: (a) making grants or loans to housing societies, housing associations, charities and other bodies as decided by the committee for which provision is hereinafter made to help provide housing and amenities not adequately available from statutory bodies; and (b) giving aid to pioneer new charitable experiements in housing and/or associated amenities for the elderly.
