(a) for the relief of the aged or of children and young persons suffering from mental and physical ill health or of any other persons of all ages who are in necessitous circumstances at the discretion of the charity trustees and in any manner which is now or hereafter may be deemed by law to be charitable provided that such persons shall be resident or have their home in the area of jurisdiction of the braintree district council. (b) for the support of such charitable bodies and organisations as carry out work concerned with the local and welfare of children as the trustees shall think fit.
