(1) the object of the charity is, in the interests of social welfare, to improve the conditions of life for the inhabitants of the area of benefit without distinction of political, religious or other opinions by the provision and maintenance of a playing field. (2) if and insofar as any part of the property specified in part 2 of the schedule of the scheme is not required for use for the purposes of the playing field in accordance with the provisions of the conveyance and trust deed dated 5 february 1963 the same may be appropriated and used for providing a village hall for the benefit of the inhabitants of the area of benefit.
