the objects of the centre shall be:a) to promote the benefit of the inhabitants of northcourt (hereinafter called 'the area of benefit') and neighbouring districts without distinction of sex or of political, religious or other opinions by associating the local authorities, voluntary organisations and inhabitants in a common effort to advance education and culture and to provide facilities in the interests of social welfare for recreation and leisuretime occupations with the object of improving the conditions of life for the said inhabitants.b) to establish, maintain and manage such a centre for activities promoted by the centre and its constituent bodies and sections in furtherance of the above objects.
