assisting girls or young women who have not attained the age of 25 who are attending or who have for not less than 2 years attended an educational institution in the ancient parish of ilminster and who in the opinion of the trustees are in need of financial assistance 1. not more than 1/3rd of the net income to be applied in providing special benefits, not provided by the local education authority for any county or voluntary school. 2. the residue of the income to be applied in providing scholarships, bursaries, maintenance allowances or grants and other benefits for young persons who have not attained the age of 25 years, who are resident in the ancient parish of ilminster, or who have for not less than 2 years attended an educational institution in the said ancient parish.
